In August 2025, James Madison University (JMU) completed a Decarbonization Strategy in partnership with Brailsford & Dunlavey. This Strategy provides a comprehensive pathway to significantly reduce operational greenhouse gas emissions while advancing JMU’s mission and aligning with its ongoing Campus Master Plan.

The Strategy sets ambitious targets of a 50% emissions reduction by 2035 and a 95% reduction by 2050, through opportunities in energy efficiency, electrification, renewable energy procurement, and campus engagement. Central to the Roadmap is transitioning aging steam infrastructure to low-temperature hot water distribution and preparing central plants for eventual electrification, ensuring long-term resilience.

The financial case demonstrates that decarbonization is cost-competitive with business-as-usual operations. While requiring upfront capital investment, the strategy reduces operational costs over time and yields savings when considering future carbon pricing risks. Importantly, the plan integrates opportunities for student learning and faculty research, positioning JMU as a leader among peer institutions.

The project team gathered feedback from Facilities leadership, academic faculty, and staff, who contributed technical expertise. This process ensured that recommendations reflect both operational realities and educational priorities.

With its Decarbonization Strategy established, JMU now has a clear, data-driven framework to guide infrastructure decisions, align financial planning with emissions targets, and integrate sustainability into the academic and student experience.
