B&D’s Edward Norwood Provides P3 Housing Insights at ACUHO-I Senior Housing Officer Institute 2024

Edward Norwood, a director in the higher education sphere for Brailsford & Dunlavey (“B&D”), presented at the Association of College and University Housing Officers-International’s (ACUHO-I) Senior Housing Officer Institute (SHOI) alongside Ana Hernandez, Associate Vice President of Housing and Residential Education at the University of South Florida, in February.

Their presentation, titled ‘Public-Private Partnerships,’ was an introduction of Public-Private Partnerships (“P3”), their prevalence in the higher-education market, benefits, and key transaction and deal terms. By providing examples, such as a successful implementation at the University of South Florida’s ‘The Village‘ development, they were able to illustrate the essential competencies and knowledge needed for Senior Housing Officers’ understanding of P3 projects.

Current market trends, as pulled from B&D’s most recent State of the Industry report, were also highlighted, detailing the average closing value, P3s by institution type, P3s by region, pipeline projects, and the financial structures of individual P3s per year.

Central takeaways from the presentation include a robust and dynamic group exercise where teams discussed essential considerations when exploring P3 housing projects and their impact on colleges and university operations and finances. In addition to the group activity, Ana and Edward presented P3 101s, the value of using a consultant with P3 expertise, selecting an established partner with a deep knowledge of student housing, and negotiating a favorable contract for the institution.
